Glad you gentlemen had this chat as I have the same issue.  I lifted the
carpet...there's nothing there but sheet metal!
 
What is the best product to use for an such insulation project anyway?

Thanks Martin. It does merit a peek-see, although I refurbished the heater
and double checked the controls at the time.
Yes, I do believe I have an insulation project on the to-do list.

in the off position but the valve still open,allowing hot water into the
